Could you find some kids consignment shops? I'm fortunate in that one of my mom's friends dresses her kid in Hanna Andersson, and my mom gets what doesn't sell at the kids consignment shop.
My daughter has turned her nose up at all sorts of clothes because of how they feel. I can't really argue with her since I'm exactly the same way, but it is frustrating. These are pre-washed, pre-worn-in clothes! They can't feel that itchy/scratchy/uncomfortable! Ah, but they can. *sigh*
I don't know who thinks 4 yr olds need to be wearing belly shirts. Or sexy dresses. *sigh*
